Since you have two different phases plus the neutral, all you have to do is take the signal from both phases to get the single-phase 220 VAC which in fact in Vzla is in the order of 240 VAC. Nothing leads the neutral that circuit.

It is of note that you should specify so that you require the 220 VAC. There are appliances that work on the one hand with an average 120 VAC signal that includes one phase and the neutral, while on the other side in the same appliance the two different phases are required. For example: dryers with washing machine in two different modules. Dryers only as the case of the Mabe brand for example whose resistors work with 240 VAC for maximum temperature but at 120 VAC for the main motor, fan, etc.

Do not confuse the neutral with the physical earth. They are two very different things and in your case the neutral is the one that goes in the circuits to obtain the 120 VAC.

Oscar: There are no 110 V phases. The voltage between phase and neutral is in the order of 110 VAC to 127 VAC for phase-neutral single-phase circuits. While between two different phases, the voltage will be in the order of 220 VAC to 254 VAC for circuits that require: Air Conditioners, Welding Equipment, Dryers only to work with that voltage for example.
